A fixture I built to hold the receiver in my machine vise. Then I check it with a dial indicator. That's not the biggest problem however. The biggest problem is that on some of the clones, the far side wall has a pocket in it where the shelf ends. It causes the drill point to walk if not done carefully.

The installation, or the fixture? If you mean the fixture, here it is:

Drill bit or endmill bit? I would imagine you are burning thru drill bits, even the cobalt ones.

He's got some excellent pictorial tutorials, like the one you linked. But no, just standard jobber bits work fine. The shelf isn't hardened. Just like JFK, I centerdrill it first, then switch to a drill bit. I have some 1/8 end mills that are long enough, I will use one next time I have a cavity on the back side wall. The only downside is that a 1/8" end mill will make a slightly oversized hole so a standard 1/8" dowel pin won't fit tight.
