At least when I got out in September, shirt stays were still mandatory for the appropriate uniform and I don't think I ever met anyone who thought they shouldn't be. Shirt-tucks and thumbrolls were still muscle-memory habits of any time you stood up or otherwise were idling. Looking good in uniform was still a big part of the day.....there were mirrors next to a lot of exits in buildings so you could give yourself a once over before stepping outside, boot brushes at every entrance so you don't track mud inside, ect.
Since then I think I heard something about sleeve-rolls no longer being practiced.
