I would edit the title to prevent further confusion. 'Banned' is a legal technical word indicating that by official decree the state has voted a ban on the Hk45c in particular.
California certainly hasn't banned the HK45c. It just hasn't undergone procedural approval *yet* by California to be placed on the Roster of Handguns Certified for Sale. Specific .50 caliber BMG configurations are 'banned', sound suppressors are 'banned', stingers are 'banned'.

The real problem is the California requirement that guns not already grandfathered onto the list have a loaded chamber indicator that meets their standards. Off the top of my head, I can only think of Ruger as a company that is making new compliant models.
