Raffles are very problematic. Many states prohibit them because they consider a raffle to be a game of chance. Combine that with firearms and it turns into a major ordeal. Thought you should know...

I think only 5 or 6 states prohibit raffles, including non-profit. All other states allow bonafied non-profit organizations to hold raffles.

You are correct, but there are differing requirements for each state and running afoul of just one state's regs can really make life miserable. Sigh.
