The laws here in Germany preclude that...By the time you buy the slide ($350) and the barrel ($250 and the recoil spring and assembly ($100), you are looking at $700, plus shipping, etc.. Might as well just get a USP 9 and be done with it and you don't have to mess with swapping slides. They are going for $750 or so now at several places online.

The expert has the same recoil spring assembly as the tactical. No need to swap it. If I recall correctly from my days there, the law restricts the number of handguns you can own at any given time. So if you buy caliber exchange kits (or in this case an extra slide) you still have 1 gun, but in multiple configurations. It's why HK makes a 9mm USP slide to go onto a USP 45 frame. Does this matter?It's easy to legally buy a conversion set for a pistol for which you already have a permit, but to buy another entire pistol you have a lot of paperwork to deal with. I have a .22 conversion kit for the Expert that works like a charm and is very accurate. I have heard that mounting a standard USP slide assembly on an Expert frame produces this:
