There was a video on Youtube (which I'm sure was probably taken down because it was giving gun instructions) where a guy used a long armed tool to squeeze the rivets together. The tool looked expensive and for your needs, most likely a waste of money for a small repair job. The video got me thinking if a C clamp would work if the deflector was supported on the back side, but the rivet heads may deform.
Second option, I have done this type of guerilla or gorilla gunsmithing.
A two person repair/four hand repair. Find a long punch that closely matches the riveted face on the back side of the deflector. Clamp the punch onto a vise, but make sure it's long enough to make contact with one of the holes on the back side of the deflector. Use a machine bolt (the bottom of all bolts usually have a partially domed face) that matches the head of the rivet. Use a piece of electrical tape to either cover the rivet head or the dome face of the bolt.
Have one person hold the receiver with the back side of the punch lined up with the rivet hole. The second person holds the bolt on one of the rivet heads and uses a small hammer to tap the bolt. Bolt heads are gently tapped until the slack is taken up. You may get slight marks on the rivet head. Either touch it up with some paint or maybe a sharpie depending if you have finesse or a ham fisted gorilla (HAHAHA)
