I've heard that the lever on the MP7 acts only as a bolt release, not a bolt catch. thus, the bolt cannot be locked back without a magazine. can someone confirm?

You don't need a magazine to lock the bolt back. Simply pull the bolt back with the charging handle and push the bolt release lever up.
