The 416 can be obtained by a Class 3 licensee for demonstration to a qualified agency or military unit. This requires an official letter requesting the demonstration from the head of the agency (known as the love letter). Since this is a machine gun created after "the ban", it would be illegal to transfer the entire weapon to a civilian.
