It SHOULD be, but idk of anyone will say for 100% that you'll be compliant because were not lawyers. On that note I've been wondering about the mags too that Promag is making for the USC and how they perform (especially the 15rd). But from what I've seen and heard, Promag doesn't have a "great" reputation....their Marauder 10/22 stock kicks some serious butt though

Yes, it does. The entire mag including the three parts that are on the 922(r) list (follower, floor plate and body) are all made in the USA. Fair warning, they are CRAPPILY made in the USA. I bought one of their 20-round mags and my bolt carrier keeps hitting the top of the Promag. I tried to trim down the feed lips but to no avail. I think it's slamming into the back of the follower for some reason. I can get it to click in place with the bolt open but not with the bolt closed. Basically, you might just want to keep a Promag in your bag in case someone wants to ask about compliance but don't rely on it to fire. BTW, the exact same issue came up with another user on here. Do a search for "Promag" to read it.

I am also not impressed with their quality. Mine will not go in the gun with the bolt closed. It seems to feed fine, but it is definitely not German engineering.

Same here. The bolt is still closing when I use a little force but the Promag is still catching on the bottom of the carrier as it cycles. I don't trust it enough to fire. Not worth the hassle to return it, either. If someone wants it for $30 shipped (20rd mag; paid $40 for it), it's all yours. I'll just use the cash towards US-made UMP floor plates and followers for my UMP mags like I should have done in the first place.

My guess is that the molds for the 10rd mags were done more properly than the 20rd. I definitely should have just saved the $$ and gone 10rd.

Okay, I figured it out. It is the follower. Specifically, the little tab at the back of the follower that locks the bolt back after the USC has fired its last round is too tall. With rounds in the mag, the Promag locks into place with the bolt open or closed and feeds fine into the chamber. Guess I'll get some use out of it, after all
