Legal considerations for owning MR223

Are there any legal considerations for owning a MR223?

They are imported as pistols and buttstocks are disassembled when they are sold to public.

Is it okay for me to throw in buttstocks after I got 16.5" MR223?
Is it possible to SBR 11" MR223?
