If I wanted to get a MR556. to be California compliant with 16"oal. is it possible to pin a 14" barrel with a 1.5" flash hider? if so. how do i go about this? (416d upper pinned? w/mr556 lower?)

That's an affirmative.

Check out your local gunsmiths, find one who will do it for you. In SoCal, I know of many places. My friend is running an LWRC TriCon with a pinned flash hider. Actual barrel length is less than 16 inches, but with the pinned hider, he's totally compliant/CA legal.

As far as I know MR556 only comes with 16" barrels so if you want a pinned 14.5 barrel you will have to get some barrel work done on it. And the 16" barrel length isnt only CA compliance, its Federal. Two big names in getting barrel work done on the MR556 right now(as far as I know) is Jayson at IGF(having mine done by him) and Marvin at Nefarious Arms. Either of them can cut it down to 14.5 and pin a muzzle device for 16" overall.
Liberty said he had a 416D upper?

That being said...are the other parts of the 416D upper CA-compliant? (FA-capable?)

I thought the lowers were where we got tricky in california as it has the options for select fire. and the upper didnt matter? trying to stay legal here as best i can. given these WHACKY ass laws. and want to check with the hk crowd before i go off to my FFL.
Well, I don't know how sticky/picky CA gun laws are going to be if you have a non-full-auto lower mated to a full-auto capable upper. In fact, the bolt carrier for the 416 is different than the MR556, allowing for "select fire".
