Saw an ad posted by an individual for a P30 Tactical. I've never seen a tactical version of the P30 and upon seeing pictures it looks like a P30 with a threaded barrel...and HK meps. No words such as 'Tactical' are on the slide. Has HK ever offered a tactical version of the P30 (or possible a retailer like CDNN)?

No version was ever marketed as a tactical to my knowledge. Threaded barrels were offered for sale separately.
This is the closest thing I've seen to a package.

You are little bit wrong - P30 SD with factory threaded barrel is on the market since August 2013 and P30L SD with threaded barrel is on the market since middle of 2015. But in Europe of course. P30L SD is still not on the German webpage, but P30SD is.
SFP9 Tactical also. I bought separatelly L threaded barrel in March 2015 after 4 month of waiting. First P30L SD become available (after 8 month of waiting after order) in February 2016 - my friend bought it in Slovakia and imported it to Czech.

There was a distributor who sold a package deal-P30 9mm V1 LE model (NS/3 mags) which came with both standard and HK threaded barrel. They discontinued that offering first of 2016. The P30 was not marked tactical.
