I usually won't crop pics unless the background is not really needed. For large pictures, usually resize with the following process:

-Open the picture with MS Paint
-Image > Stretch/Skew (CTRL + W)
-Put in the same percentage for both directions until it fits easily on the screen (may take a few tries, do an edit > undo and repeat until you feel it's right)
-File > Save as..
-Save it as a different file name (so you can keep the original unharmed)

Usually the resize cuts the file down to 1/10th the size, the difference is hardly noticable, and can be uploaded to photobucket.com or a similar site for hosting and posting.

On ImageShack it has an option to resize your file when you host it.
There is a box to click on the main page after you have selected the file to be hosted.
