Yep, the pack will work just fine on a 94. You only need to swap the grip housing.
But no, it won't work in a burst lower. The burst, navy, and other ambidextrous packs use a different selection lever than the SEF packs - the hole through the pack and the grip housing are much larger on the ambi packs.
You can get your sear installed into a burst pack for about $200-$300 by some of the well-known HK gunsmiths.
